Honest answer? They want to convey that it is dirty, poor, and dangerous. Hence the brown, darkened tint. You'll also notice that Mexico pretty much only shows up in Hollywood movies in relation to criminal organizations and drugs. It's almost always a gritty drama, never a happy story.

I noticed that as well when watching Hawaii Five O. I thought it just had to do with the (can't think of the popular Spanish word) but it basically puts you into the telenovela/hispanic setting like the black/white films put you in the oldies classic style/feel

Well, can't say that you're wrong about mexico city having a lot of pollution. But it's not like that in other mexican cities
