In elementary school, boys touch you by hitting you. In high school, boys touch you by pinching you or poking you. When they get college age, they become a little more refined and the tickling begins. In my experience it serves a dual purpose, 1) He is dying to be physical with you so he gets some kind of physical connect. 2) He is trying to send you a signal that he wants to go a little beyond friendship if you are up for it. Which it obviously worked sense you are asking about it. :)
If you like him, tickle him back. I'm sure he would appreciate it. If you want to keep it just a friendship make it clear that you want to do that.
As women we sometimes think that by not doing anything back he will get the hint you don't like it. But a guy isn't going to submit to something he doesn't like. If he didn't want you touching him he would pull away. So if it continues, he will think you like him doing it but are probably just being selfish and not "returning the favor".

You should think about where you want this to go. If you are not interested, then it isn't too late to start indicating discreetly that you are not interested (like by saying, "don't tickle me, I don't like it"). He'll get the message.
If you leave it much longer, then he'll think you are interested and will start doing other stuff (like telling you how he feels or kissing you!) and things will be really awkward if you have to turn him down.
