My friend lives with his brother. His brother has a dog that licks itself a lot and moans. I texted my friend and told him he should ask his brother to take the dog to the vet. All my friend said was "yeah my brother knows about the licking". I guess he knows but just won't take the dog to the vet? Should I call animal control? I don't know his brother well at all. I met him briefly like 5 years ago and I dont know where they live either. What should I do?
