How do I make my younger brother nicer?

my brothers around 10 and i’m scared that he’ll treat women badly in the future (ik he’s young but hear me out). one of my chores was to clean his room, it’s a fucking mess, so i took a break from cleaning (i was almost done but just didn’t feel like finishing) i come back to his room way Messier then i had left it , and i start asking him to pick up a bit, he got up and hit me a couple times while yelling at me for making him die in fallout. (this is very common for him to do). he’s also an asshole to our cats, he’ll piss them off and if i tell him to stop our mom gets mad at ME.

Sounds like your mother is making you the parent over him? He doesn't physically hurt the cats does he? If he's abusing the cats your mother needs to step in.

Talk to the parents they are in charge
