Kid chooses at age of consent, unless there is an immediate medical need before that. Same way I feel about parents choosing to do clitoral hoodectomy (exact same thing as male foreskin, but much smaller and way less nerve endings. And no massively enhance risk of erectile dysfunction and premature ejaculation, like with male circumcision) in that it's fine if the girl wants it for cosmetic reason, or easier hygiene, when she's old enough to consent.

Parents should have the choice, as they are legally responsible for the child until he is 18. The bigger question is if they want to exercise that choice. Even when he is at puberty, and the topic of circumcision comes around, the child can be still manipulated into giving his concent.

I'm a firm believer that that choice should be left for a man to choose when he is old enough to understand the procedure and it's effects on sexual function, sensitivity, pleasure, and appearance and make an informed decision for himself.
