Yes not all pit bulls are the same but many - particularly street backyard breeder dogs - are not bred properly. Depending on where you are there's BYBs that aim for aggressive parents as aggressive pups = more money from the thuglife buyers.

Cull them all and I say that as an animal lover. These types of dogs have been bred for aggression and to do as much damage as possible. What type of person wants a dog like that? Certainly not the nicest of people that's for sure. The vast majority of them are owned by bad people, bad dog bad owner =disaster.
Even if you're the nicest person in the world and keep a dog under control you can never switch off their inate behaviour and it will kick in one day. No matter how careful you are dogs do slip their leads.
It's the breed. Sure... there's lots of sweethearts out there, but all the pitbulls I've been around have exhibited aggressive behavior. Mostly towards other dogs. They're just wired that way. And sure, a no bullshit handler can handle them. But why would you want to?
I think it's ironic in a lot of these pitbull attacks cases where the handler states the dog never gave signs of being able to attack. One... either the owner was clueless or two, the dog just snapped.
I've seen two normaly sweet pits act aggressively completely unprovoked. The first was so unprovoked that my mother was just sitting on the couch, reading a book with the tv off (you can't even say it was a certain noise from the movie that triggered the dog) and both dogs were trained.
I don't think anyone should know a pet they wouldn't be able to defend themselves against if it came to that. My mother would have been screwed if I wasn't there.
