How to deal with this guy?

Behaviours of the guy:

1. Points out your lack of experience in things.
2. Talks about your lack of skill regarding a language.
3. Mimics your hand gestures in a mocking way.
4. Tries to scare you as prank and imply that I am a scared little baby every chance he gets because I am soft and polite towards him.
6. If you say something good about yourself, questions it and gives you 'the look' -the one that makes me uncomfortable.
7. Tried to delete my YouTube app off of my own phone because my screen time was 2h 7m long on a weekend. It's particularly weird 'cause he has all sorts of social media on his phone (FB, IG, you name it) and he's active on those apps at any given hour but he seems to have problem with my phone usage.
8. Would make a big deal if you make a mistake and needs to say it to everyone so they are pissed with you.
9. Would help someone else out with their lack of skill in something but wouldn't help you with the same and lets you be if you cannot.

On the flip side, he wants to know about me from everyone almost to the point of obsession, everyone says that he likes me a lot and is my 'fan'.

No, I think you need to get away from him. You shouldn't have to act any other way than how you feel 💯 We all have weaknesses including him which is why he keeps pointing out yours he's insecure. Distance yourself from him. I don't know why people are saying he's your fan for? He's just adding more stress for you. Who needs that?
