Everyone's always asking me if I'm high or not or if I'm tired I have the chronic bitch face on top of all of that how do I fix my eyes and make them seem more lively and awake

Looks like puffy eyes/bags and dark circles. Try some serums (Vitamin C, hyaluronic acid), eye cream (Queen Bee on Amazon is good, or a coffee-bean based cream)...possibly a Derma-Roller and a yogurt/strawberry face mask if you want to get into that. Also, make sure you're drinking lots of water and getting sleep obviously.

I don't think your face looks even remotely "bitch face" or high (I would know). Looks more like you're thinking about something which isn't bad at all, in my opinion. Embrace your appearance or you will be plagued with insecurities for all your days to come.
