Because those are zone with cartilage, so in general everything tends get saggy slowly due to gravity, but specially affects cartilage due to the lack of a bone structure supporting all that skin.

I was going to add that I don't know normal mortals who can win gravity, and that anyone that is famous usually has a surgeon friend or at least go through expensive treatments to take care of their face. But more likely they go through surgery to cut the surplus skin
Or well, maybe more collagen injections, as collagen is one of the components we lack when old that makes the cartilage go down 🤔

Bacause with age the cartilage and the tissues around the cartilage lose their elasticity and thus they kind of lose their original shape and begin to sag.
Unlike bones, cartilage continues to grow until the day you die. Not only does cartilage grow, but the earlobes and noses elongate from gravity. That makes them look even larger.
The nose and ears have very little fat. As you age, the youthful fat layers in your fat shrink and/or sag, so anything that does not seems larger.
