Sure there are some beauty standards but just having a big ass won't make you automatically good looking lolBeauty is in the eye of the beholder although health is a universal factor. People generally agree that clear skin, straight, white teeth, and healthy hair are attractive. Symmetry is an important factor. Hair style and makeup can also make a huge difference.
But beyond that, there is no universal standard of beauty. It varies widely in different parts of the world. Even individuals have different preferences. A minor flaw can even add character and make a girl adorable to some.
People could look at photos of a variety of pretty female faces and agree that they are all beautiful, but disagree on which they prefer. One might prefer a certain type of nose, chin, jaw line, cheek, eyebrow, eye color, or mouth/lip shape over another.
When it comes to women's bodies, there is even a greater diversity of preference. Some guys prefer tall or short; skinny, thin, thicc, hourglass or chubby; small, medium or large boobs.
And then there is personality that can make a pretty girl unattractive or a plain girl beautiful.
So, we might agree that a girl is beautiful, but we often do not agree on level of attraction. Media and magazines try to tell girls what beauty looks like, and consumers wind up buying the scam. Beauty contests pick winners and losers, but do we always agree on the choices? It's a bit like trying to rate what kind of music is the best.

What society accepts may or may not be for the best (if the society accepts a beauty standard where a girl needs to eat less and change her physical body to match it (artificial change such as plastic surgery), it's not a right thing)
There is also something called "golden ratio". Search for "golden ratio and beauty" on googleBecause everyone as a collective will not always agree on the same thing. People find Emma Watson to be beautiful there is a whole rave about her, to me she looks below average not even attractive. Some people find Adam Driver to be absolutely hot... I strongly disagree he isn't attractive physically in my opinion. Ed sheeran, people find him hot I also say NO. Sophia Loren in her youth wasn't beautiful to me at all... she had a banging body but thats it.
The reason why society will have beauty standards is because its being pushed by the running power. Only because the running power find it acceptable it is what is. If yoi keep saying something often eventually believe it until you have your own epiphany.

You don't have to follow the trends to get attention, just being a healthy weight have having a cute face should be enough to turn heads or get compliments.What it means is that there's lots of grey areas. One woman might only look attractive to 20% of people but those people think she's a top level beauty in some way. Another woman could look good to 80% of people but again... there's people who think she's a total dog. So 100% of people don't agree on everything.
Also that saying was created BEFORE photography even existed. It's easy to look good in a picture, using various tricks. It doesn't mean you can do an apples to apples comparison that's fair between two pictures cause you don't really know what tricks were involved. Most people have relationships with real people, not digital images so the old saying is still true.

Yet society tried to make fat girls a standard of beauty and failed miserably. There are certain traits that are universal standards of beauty because they indicate health and good genetics. Beyond that it comes down to personal taste. I do not find heavy makeup to be attractive no how matter how often it's pushed as a beauty standard. If anything I find it less attractive the more it's pushed. Blonde women are just beautiful because their genes were selected for beauty over time. Another woman's genes might be selected to be a hard worker, a good caretaker, or to simply be submissive.
Society? Could you be a bit more specific? I guess you are talking about Western eurocentric beauty standards, since you posted a picture of a blonde white woman that fits the definition of attractive in the Western world.. But they aren't the only ones. World population is 7.6 billion. Each ethnicity has their own beauty standards and these tend to be different from place to place and time to time. I could bring up countless examples. For instance, in the Renaissance period, extremely overweight women were considered attractive, if you look at Renaissance paintings.
Also, what's considered fat, slim and normal weight by white, black, Hispanic or Middle-Eastern people, is different...It's quite simple, really. Both statements are true. It's a matter of mathematics. Yes, beauty is in the eye of the beholder. And each individual "beholder" is one vote. So, if the majority of people behold beauty in one person, then that person has a preponderance of support among the populace; therefore they are considered universally beautiful. Some others, while still considered absolutely beautiful by a minority, with not receive such broad-based across the board recognition. Since less people find them beautiful. However, that does not mean that they are not beautiful. Because, again, beauty is in the eye of the beholder.
Because not everyone has the same taste. Even someone considered conventionally attractive and regarded by most as beautiful isn't everyone's cup of tea. Look at the differing opinions on the beauty of models and celebrities.

It's true that some people are attractive to many, but almost no one is attractive to everyone. I find Anya Taylor-Joy and Margaret Qualley very attractive, but Gigi Hadid not so much.
The point of the saying is that some people are very happy with partners that other generally find unattractive.That's true of matters of taste in general. So yes beauty is in eye of beholderThere are general beauty standards like symmetry and proportions of face and body. Big eyes, full lips, clean skin, dominant jaw by men can be considered as those general standards as well.
Everything else like amount of body fat, eyes and hair color are very likely regional norms or caused due bias of society.It's not just how they look but how they project themselves... e. g. how they feel inside from the sub conscious mind. That woman has good looks, but emotionally she's saying something scary... cold/embittered.
As well, what we see is different than what is there because our minds eye forms the image.There are many types of beauty and a person might objectively say that somebody is good looking but not be attracted to them. You might be attracted to something that is not considered beautiful by the large society.
The common denominator for what people find attractive seems to be good health.Society promotes certain types so they can make money. I member the '90's with Cindy Crawford, Sharon Stone, and Pamela Anderson. Fast forward to this generation and we got the Kardashians, Nicki Minaj, and Cardi B. All fake but women buy into it. Literally. Yea Pam Anderson got a boob job but she didn't go all out like the Kardashians!
