When you say formal black dress, I think of evening wear for a fancy dinner or party. Since there are no visuals, that is what pops in my head. That said, I’d go with option ‘B’.
What is the job you’re applying for? I assume by your clothing options, it is a more professional environment. I’d definitely go with the button down top, skirt and suit. That is way more suitable for an interview than a formal dress.
I think the colours you’ve gone with are classic and a good fit. Keep it simple and professional like you are. The way you present yourself says a lot about it you. I think this is a good look/choice.

Professional in a business setting is pant suit. Pant suit can also sometimes communicate crazy feminist.
