The way they carry themselves, if they take care of themselves and their belongings. I get called elegant and chic and classy at work and outside. And it’s heartwarming that you don’t need to splurge to buy class!
Solid colors with layers.
Pattern fabric looks cheap. If you want to "fit in" around a rich crowd, keep a closet full of solids to mix and match.
Good grooming and being well dressed. I'm not talking about wearing designer clothes; but wearing an outfit which is not simply an eclectic mix of clothing picked up off of the floor.

If it’s well tailored and made out of high quality materials mostly, ironed and not-wrinkled
I consider "expensive" to be well groomed and put together.
