Those skirts came from shepards, silly. The kilt as we know it today descended from a much larger garment that was more like a robe, which could keep you warm in the cold confines of the Scottish countryside, be easily lifted to stay dry when you were crossing a river, and serve as a blanket at night.

No, they weren't. They had established codes of law far more complex than the Egyptians did, and the Mesopotamians, too, until Hammurabi came along. "Civilization" doesn't mean "ludicrously impractical urban development that requires a centralized transportation network"; if it did, then the Aztecs never would've qualified.
