How long should I wait when he says "text me anytime"?

Me and this guy met in the spring and texted and flirted for a while then stopped talking he asked me for my number and I gave it to him, I accidentally texted him yesterday and we had a conversation and he said that he missed talking to me

If he were being ambiguous and playing hard to get, then texting too quickly would probably not be a good way to keep his interest. However, it sounds like he has already reached out and exposed that soft fleshy heart that us men keep so carefully guarded. He's probably at least as nervous about appearing desperate at this point as you are. Most of us men don't give words like "text me any time" and "I missed talking to you" to girls we are still trying to keep distance from.

Try shooting him some fun little texts about inside jokes, or things he might find interesting, and he'll probably take that as a sign its safe for him to reach out to you more. Also, if things seem to be going smooth make sure he knows you're comfortable accepting phone calls from him. Many guys would prefer talking on the phone for 1 hour over texting for 2, but have a hard time establishing phonecalls as normal/appropriate within a budding relationship without coming across as needy.

If you were the 'last' on the totem pole to send a text to tom, then let him, either by 'accident' or just in his own mind and heart, be the Next in line to push a button. It sounds like there is a spark starting up here again and open lines of communication is also in place, in play, so sit back and let his fingers Now do the walking And-----Talking.
Test him. See how much he really has 'missed talking to me.' Don't push anything on your end, let him make the next magic move.

If your concerned about sounding too eager, give it a couple days. I normally will text the person the next day, as to show my level of interest. :)

If he asked for it, you should wait for him to make the move. If he is interested he will contact you. Since you have his number I'm assuming you guys traded numbers somehow... In this case you can wait for two days and then send him a neutral message. He probably won't reply, in that case id say there is a very little chance that he is still interest but if you send another text before him sending a response to the first, you'll kill that little chance you have left.
