What does "You look fancy" mean?

This guy that I like tells me that I look fancy whenever I dress up or look nicer than usual. I don't know if this is simply him stating the obvious or something more. Do guys typically say stuff like that if they like a girl back or are they simply being friendly? I am really bad at flirting and telling if people are flirting with me so I would appreciate help!
