It is a compliment in a way... some girls liked it (mostly who are 22+ age) and some find it disgusting. but as you mention, if a guy tell you this. it means he is interested in you or makes you wanted to be with him or might be saying like this (I wanna fuck with you) instead of direct saying. all lips are DSL lips when used properly.. so no idea why that's even a thing.. other than that there are better ways to compliment a woman's full beautiful lips that is not so adolescent..
