It definitely depends on the person, the best hug I ever received was from a woman who was on my course and she has 3kids. She just wanted a hug at the end of the night in a bar and came to me for it. Made me feel so good.
It doesn´t depend on the boob size it depends on the reason why I hug her.
Hugging is behavior of action and reaction. If I open my arms to hug her and she answers that by closing the hug that´s important.
If she shows me that she appreciates the hug as a longer genuine hug that makes me feel special other than a short casual one.
I don´t care much about boob size at all and especially not during hugging.
I mean, you're not exactly going to be squeezing against each other. It's just a normal hug so it doesn't feel better one way or another.

The best hug I ever got, was a girl I were in love with, & she jumped up into my arms.
Yet I have answered that big boob hugs feels better, because their is a heart-stimulation in the mans psyche, which is normal, & it's about 50% of men who has that hightened stimulation from incounter with endowed female. & I am honestly one of them.
Yet let that a bit aside, because the best hugs are not from big boobs always, but when the right chemistry is going on.
Although; if I were to incounter 2 girls, 1 with huge boobs & 1 with small boobs, & both hugged me, I would have hightened beneficial heart stimulation, from hugging the girl with the huge boobs, although this tendency is something guys should find a nice way to phrase for the girls, rather then putting then down, for having small boobs.
So, if I do not yet know the girl; yes, bigger boobs gives a better hug.
If I found out, that our chemistry is just bad; I might just do not want to hug her at all, although she's got huge boobs.
If we overcome first impression, & I find out that she is just right & I fall for her, although I like women with wild figur, she could end up giving a better hug, then a overly busty women, because of chemistry.
