You may want to rethink your description of yourself as just being “very ordinary looking” if you’re getting free food from an attractive waiter. As far as why he’s giving you free food, based on what you’ve described, it’s impossible to know for sure, I think if he’s that bold to risk getting fired then he would at least be bold enough to ask you on a date directly but, you’ll probably just have to wait and see.
I'm going to make a guess; your friend paid for you. Or maybe the waiter forgot? It also depends on how the waiter interacted with you that night.
If I were a waiter (purposefully) letting you eat for free, then yea, that would be flirting. It would be literally putting my income aside.Sounds like he did a nice thing. I cannot say his intentions but I would assume they were good.
He probably wants to hook up with you and maybe a relationship with you and he think your friend is to good looking for him and feels he might have am better chance with you. He also might like your personality better than your friend.

The only time I had a waiter give me something for free was when I had to wait 2 hours for my food.
