Girls, Is there there a way to Compliment a stranger on her looks without without coming across as creepy?

Is it flattering Or creepy to say something along the lines of pardon me, I don't mean to bother you but you're absolutely gorgeous. Or Is everything that I say filtered through Whether or not she finds him attractive? If she likes you it's charming/flattering, if not she finds it creepy and uncomfortable?

I had a 13 year old boy come up and tell me that he thought I was pretty at the mall a couple of weeks ago. I thought it was it was cute and courageous of him to tell me that the friend I was with told him to "go back to his crib " which I thought was mean after she said that he walked away like he felt embarrassed saying that to me. I went back and thanked him for saying that I'm pretty. He smiled and I knew he felt better. Now I'm not into 13 year old boys, I didn't see the point of being mean to him either. If someone your age came up and said I was pretty without knowing you I would think it's creepy 😳 I know you're not talking about kids but women you're own age. I guess it would depend on how sincere it sounds if he's really giving a compliment or just being creepy. If you're sincere about it then I think it will come across to her as just a compliment. I hope this makes sense?

To be honest I'm a bit annoyed by men who aren't creative with how they compliment me. I vastly prefer receiving compliments on something specific like how I did my hair, what I'm wearing (especially if it's silly) or my nice backpack than hearing the Classic ''you're beautiful'', which will never really make me want to spark an actual conversation with you. I will just say thank you and move on.

If you compliment my hair, I might say ''thanks, I got it done professionally at X place!''
If you compliment my clothes I might say ''thanks, no-one has ever complimented me on that before.''
If you compliment me on my backpack, I might ask if you're into X thing as well (I have pins on my backpack).

In my opinion it's wayyyy less ''creepy'' or awkward than just saying ''you're beautiful/gorgeous''.

I'm not gonna pretend that physical attraction doesn't have any effect. That would be lying because looks are a thing.
However it's not a huge effect when it comes to women being flattered. A woman could not be physically attracted to you at all but still be flattered to being told she's cute or beautiful.

Actually, it depends on how you look. If you are attractive then it is flirting, if you aren’t then it is creepy
