There is no such way as the "best way".

Any attempt to address a total stranger will automatically be seen as desperate. We (unfortunately) all know why guys approach women at a bar or in any other place without apparent reason. The real reason behind a man approaching a woman is always and invariably the same. The ultimate and final aim is always (I repeat always) to get in her pants if given the opportunity.

Thus, when a man approaches me, I am fully aware of that fact and I also invariably tell him that I am not interested and that he should try his luck elsewhere.
