What's the best way to approach a girl if your not at a bar or club?

I don't drink or go to clubs so I'm curious what's the best way to approach girls say at a store or park something along those lines?

Apologies I think I worded my question wrong, I meant if your already at the location and you just happen to see someone that catches your eye, if your at a store or something and you just happen to see someone attractive world you not introduce yourself?

You don’t approach a girl at a store or a park / that’s too creepy - you approach at a library or club event or charity group.

You don't, it's creepy, simple as that. Plus if your wandering around stores approaching women it won't be long before security drags you off.
The only time its ok to approach women outside is if they're doing something. For example if she's painting a picture, pop over and comment on the subject matter and strike up a conversation, who knows you MIGHT get a date. What you don't do is pounce on girls in the street and ask for a date. That's a bit rapey.

You don’t, it’s weird and you soon notice some weird fucker wandering around trying to engage girls in conversation.

Not drinking is not a reason for avoiding pubs, loads of people go to pubs and don’t drink.
