Get your hot plate, get your sauce you're going to sauté the chicken in, make a depression in aluminum foil, chicken goes in, sauce goes in, fold it all up at the top. Put it in your pot, just wrap the top with foil, now your pot has a lid, and the chicken is foil wrapped anyway, put a little water in the bottom of the pot and you're cooking with steam for even heating, with the loose foil on top the temperature won't exceed 100C except where the foil is in contact with the boiling water, that combined with the sauce will make very tender chicken.
I've cooked better with less lol. I'm assuming you're talking about a hot plate where you can get it to a boil and let it sit, get the setting right and just let it sit, yeah? If you want to make that temperature easier to control get a pan, fill it with sand and put that on top the hot plate, the sand will be your temperature regulator and gain/lose heat more slowly than metal will. Put a thermometer in the sand and you know your heat source, and can mark off temperatures on your dial.

If they are thawed you could cook it maybe for 4 mins per leg. Yes you can cook them in a ziploc bag but if it was the zip glide bag i would leave a part of the bag open to let the steam out as it cooked. Its best to make sure a plate is under it to catch any juice. You can cook it on the stove and still get it tender but you might need to cook it on a med to high heat. Some oil in the pan will help it not stick. If you have a lid for the pan that will help cause a steam effect and help cook the chicken thoroughly. Always make sure chicken is cooked thoroughly.
You are better off cooking chicken in a pan with no kid than a microwave. A microwave only gets hot in certain places and it will take a very long time or maybe never to get your chicken fully cooked.

3. InstantPot.Do not cook food in a ziplock bag. They are not made for that kind of heat! A lid does not cost much. But do not put pans in microwave. Only use plates and bowls approved for use with microwave ovens.
I'd highly recommend getting a pressure cooker. You plug it into a normal outlet and it's much better meals for sure
Don't cook chicken in a microwave. Cook it on the stove without a lid on your pan.
