Do you have food packs for the whole people in your town?

We live in a house and the government gave us 3 form to fill up with and then they say they will give us food packs. Even our neighbors got food pack forms.

Usually they give us 6kg white rice. 10 canned goods 6 chocolate drinks powder 6 coffee in a large box. That has government name on it.

What kind of items should government give? I know but they should have give natural foods like fresh fruits and vegetables instead
