Looks like tripe soup (beef stomach).
Cooked Hamburger.

Potatos soaked with the water.

The homemade noodles are indeed are cut like noodles.
I'm not sure my leftovers stew is the same, but it looks a lot like the picture.
Here's my recipe: Throw whatever leftovers you have, meat and veggies, into a crock pot, add beef or chicken broth, and cooking on low crock pot heat for 6 hours. With one hour to go, add your favorite pasta. Enjoy.

No I don’t think I’m interested in having garbage beef stew. I’m a picky eater. I love beef stew, but I want my mother‘s beef Stew it’s made with all kinds of vegetables and real beef plus dumplings and it taste beautiful, with all that juice flavorand gives me a full day of energy.

That sounds & looks good according to your photo. I’ll give it a try.
It's not quite easy to make but
Make sure the potatoes are cooked through before adding the noodles in but You can also used store made noodles too but do not use "egg noodles" use the noodles that makes chicken and noodle soups like the extra wide noodles. that will give you better results. Also you won't find this recipe on the internet because this recipe goes way back from the 1920s from the first great depression era. The recipe been in my family for over 100 years.
I don't think so, never ate anything like that

Yes, I’ve had something like that, though with kinder names 😄
Where I grew up, it was “clean-out-the-fridge soup” in winter: leftover roast, odd carrots, half an onion, a handful of pasta or rice, maybe some beans, simmered slowly with herbs. In Italy I tasted a similar rustic pot called “minestrone povero,” born from scraps but rich in flavor and comfort.
