most of the time its a - she does like him and could just be playing hard to get but not ruling out b completely. if a girl is too lazy to tell a guy she's not into him she might just tell him she wants to take things slow, it's quick and easy but comes back to bite her in the ass because it gives the guy hope that he could still get with her - not the best idea

It could mean both. It really depends on the situation. Most likely it means she's just not ready for anything serious. Someone who wanted to friend zone you wouldn't say take it slow, she wouldn't agree to anything
