I can't stop looking at butts in public... How bad does it make women feel when they catch a guy staring?

It's not like I can help always. I try really really hard not to look in the direction of women when I'm walking down the street or walking through campus, but every now and again when I'm not paying attention my head will drift to look at a butt. Is it weird to make eye contact with a girl I'm walking by, or like wave at her ( I do this sometimes just so they don't think I'm trying to ignore them or creep them out). Like, most of the comments on here are "he's staring at me" so obviously there is something to it. Is it okay to briefly look at a girls butt? I mean it's like the elephant in the room to me, I feel like sometimes if I don't look then I'm just being rude lol. That sounds ridiculous, yeah butt seriously. How should I act when a women with a good butt is walking past me making eye contact or not. Can I check them out? Is it that weird? HOW DO I PERSON?
