Even chicks look at each other’s cleavage. I’ve caught so man. Nobody thinks it’s weird unless you stare for ages.
I find most women that act this way are not yet comfortable with there body or sexuality. If this not the case such a negative reaction is typical due a person seeing the way they dress as justification to objectify them.
Lets face it its not about guys staring is all about if they guy whos looking is the guy the girl wants to look.

No women go out in clothes that make them look good, they invite you to look. Staring is like a moment of obsession. That is why it feels unsafe to be stared at. You an adult right? You can control yourself. Don’t blame it on the clothes.
