Girls, what does it mean if a girl said that we should talk more?

There is this girl who I have known for 4 years and we were always kinda close but then we stopped talking for a while. We only started talking again this year and then she said that we should talk more in person instead of online. But everytime we talk she never starts the conversation and doesn't seem to be interested in talking to me. She also comes up with excuses about not going out with me in public. But she also looks at me a lot more than usual at a distance.

Wait what? You and her were close and have know each other for over four years and just up until recently started texting with each other more... Now she suggests that you and her talk more in person... Yet, she does not want to start the conversation and you are taking that as a sign that she is not interested in talking to you.

Ok, when you communicate with her online are you the one that imitates the conversation and is able to carry it out through you online chat with her. Now, I am going to assume that this is true and that she expects you to the same in person. If you really like her and want to get to know her better... you best start taking the initiative to do so... It's no fun to talk to a wall and less if you both turn out to be walls.
