Does my friend's boyfriend fancy me? If so, what do I do to stop drama?

I've always been cordial and neutral with my friend's boyfriend, and hesitantly accepted his goodbye hugs/cheek kisses (which I shrugged off to him being European).

I noticed cracks in my friend's (aka Anna's) relationship a month prior when we ate out after partying. She was so mad at her boyfriend over something trivial, then she refused to order food for him (she took his wallet and keys) and told him to sit outside.

I felt sorry for the boyfriend, watching him sulk alone hungry. So, I bought some chips and offered them to the boyfriend and did a bit of chit-chat. I convinced Anna to come outside and she eventually ate with him.

The next time we hung out together was for dinner. I waited with a friend at a restaurant for Anna and her boyfriend. Neither if they spoke. I broke the silence by commenting on the background music, food, and decorations. The boyfriend joined in and we lightened the mood, which led to Anna talking to him again. I recall his body language that night, he sat kind of facing me and I did slap his shoulder when he made me laugh.

Anna stopped inviting me out and accepting my invites after that dinner. The next time I saw them at a party, she ignored me, while her boyfriend looked quite happy to see me. To distract me from the pain of rejection, I went to the dancefloor, wine in hand and cigarette. Suddenly the boyfriend joined me, in my tipsy way I complimented him and grabbed his chin. I told him in a childish voice "you look like a big cute baby without a beard."

My next encounter with the boyfriend was weird. He called out my name in a childish way, held my hand and stood close, asking how my evening was. I couldn't believe a 30-something man talked to me like that.

Recently at a party, my other friends said that the boyfriend kept "following" and glancing at me. He does try brief physical interactions and chats when he gets the chance.
Does my friend's boyfriend fancy me? If so, what do I do to stop drama?
