Why would a girl imply that a guy is some weird, leering creeper, but try to get his attention when he backs off and walks away?

I've heard girls complaining about guys looking at their butt so often. But I'm guessing any time a girl does that, it's because she wants his attention.

I've seen a couple girls do this confusing behavior though: where a girl would look at me weird and do stuff like pulling their sweaters over their butt (or awkwardly covering/hiding their butt with their hands when they walk in front of me).

When girls have done that, I thought "well that sucks, I make her feel creeped out and insecure". It felt like the girls were implying I'm some googly-eyed, leering creeper. So I would back off and leave them alone. But when I pulled away, they would stare a lot and initiate conversation.

Why do some girls make a show of being uncomfortable and put off by a guy, but start floating around him and trying to talk to him when he walks away and leaves them alone?
