Do women ever actually honestly mean it if they say "I'm not looking to date right now"?

You always hear the advice that if a woman says she's not looking to date right now, that's just a way out. I agree that it's probably USUALLY just a way out, and that you should always move on after she says that. But the idea that it's always just a way out and never actually true seems to be based on an assumption that women are always looking to date, which I don't think is true.

For instance, even if such cases are the minority of times, it would make sense that there are cases that a woman might have higher priorities than dating, or that she's recovering from a breakup and is wise enough to avoid rebounds.

Might be different for other girls but the only times I've said this to a guy is when I was younger and when I wasn't fully interested in the guy but wanted to "let them down gently". Now that I'm older and have more life experience I'm am more open and upfront if I'm not interested

I am not going to second guess what a woman tells me. If she says she's not interested.. that's fine with me.
The funny thing is when a woman says that to me, and I never showed any interest in her in the 1st place.
