Do women ever actually honestly mean it if they say "I'm not looking to date right now"?

You always hear the advice that if a woman says she's not looking to date right now, that's just a way out. I agree that it's probably USUALLY just a way out, and that you should always move on after she says that. But the idea that it's always just a way out and never actually true seems to be based on an assumption that women are always looking to date, which I don't think is true.

For instance, even if such cases are the minority of times, it would make sense that there are cases that a woman might have higher priorities than dating, or that she's recovering from a breakup and is wise enough to avoid rebounds.
