Girls, Why she seem insecure around me and keep looking at me?

I noticed a girl in my gym who comes in regularly. I would glance a few times because I thought she was kinda attractive.

But i notice she seems kinda insecure, but keeps looking. For example, if I pass her in the gym she gets shy and looks insecure. But then starts starting at me again. Whenever I talk to friends in the gym she stares. Then if I train she kinda stares. But then if I look right at her she kinda acts insecure and can't make eye contact.

Also If I'm around she looks at me out of the corner of her eye with her head down. Why does she always look sad when she sees me but stares and acrs insecure if I make eye contact with her when passing?

How can you tell? whenever I walk in to the gym and walk past her she looks at me. When I look back at her and try make eye contact she looks insecure and looks to the ground.
