You just answered your own question: she's shy. Most people that are shy, like genuinely shy and introverted, have a hard time making eye contact with other people. I'm speaking from experience as I was that way growing up. It's a VERY hard habit to break, even if it's someone you like! It's not always because we're upset, avoiding you, or don't like you. It's just difficult looking at people in the eyes because we feel like we're being judged.

I finally learned how to "look" at people without directly looking at them. That and someone told me it comes off as rude not making eye contact with people all the time, so I actively tried to fix it over time.

Anyway, just try to be patient with her. If she's actively listening to you and paying attention to what you're saying, she's obviously interested or likes your company.

Shy people are sometimes scared of confrontation. Eye 👁 to 👁 is a form of confrontation. Sometimes military kids are that way too. What do you know about parents?
