What does it mean when a girl hesitates to talk to you?

If a girl has seen you from a few feet behind you, why didn't she approached me when she first saw me (after recognizing me)?

I'm on my day off at my work station doing some personal stuff. After I finished with that, I was on my way to leave the building, a girl that I know came to me sating:"I saw you when you had left the office but I didn't knew if it was you". In a sense, it's kind of understandable if you still have some doubts if you can't tell that person but if you've been staring for a minute, it kind of raises some questions (specially if we're not 3 feet away from each other). I didn't noticed her as I was talking with someone else.

Since you were talking to someone else, she probably didn't want to interrupt your conversation. And she was probably shy.

In the end, she did approach you after you were done talking so I don't think what she did was weird.
