Girls, Women touch their hair when they look at me, is this a good sign?

I dont know why, but ever since I moved out of my old place due to moisture, women have been stroking their hair when they look at me; this used to only happen the day my hair was washed; at my old place the moisture meant it went horrible overnight - this isn't the case at my new place. But then I'm left with the question...

Why do women touch their hair now when they see me? ... on the train, behind the counter, at work, in the street. Does it mean they like how I look, and if so, how am I meant to respond? Or should I respond at all? (So far I haven't).

I dont have much experience with women. Especially with how things have gone; the only date I've been on (or rather, was invited on) was with a crazed Canadian woman [the full stereotype], and The One I was infatuated with lead me on - only to gently let me down when I caught feelings... first breakup I guess? But at least I now know my type. She was perfect ;(

Is the hair stroking/twirling flirting? And what over gestures should I look out for?

Those who know me have said that my face has changed in the last year; because I have high cheekbones I always looked boyish due to my rounded cheeks, but now they've thinned and pronounced the cheekbones. Perhaps a combination of this, my hair, and my recent effort to go out (I used to stay home on PC) has caused this confusing increase in attention; and Im not meaning just the hair thing, its peeping, lingering, commenting, etc. Its really weird; I used to obsess over my blemishes and despair.

Okay, so I'm fairly confident that the hair touching thing alone is simply an instinct some women (and feminine men?) do when they see hair they like. Since I have natural light blonde hair I can understand why people look at it, but not why they'd touch their own in response to this.

Hair touching + perfume use + sitting directly beside/opposite might be something different, but I don't have the confidence to start and hold a convo with an unknown stranger and risk being hurt.
