Is it rude to compliment a lady that you know or don't know on her dress, appearance in front of other ladies?

I am heading to a ball later this month, I've always found when a lady dresses up (hair done up, dresses, make up etc) incredibly alluring and feminine especially where i'm from, a small town not many balls tend to happen.
I am a extrovert, and I don't want to come across as a sleazebag, and would like to get some others opinions?

Do women like to be complimented on the way they dress? And if so, what is the most sincerest way to compliment a lady on her dress, appearance without coming across creepy?

Okay, so a lot will depend on the context of the situation. If you just walk up to a group of girls and blurt out “Gosh you look beautiful!”, you are likely to get some pretty weird looks. On the other hand, if you are in a group and talking to some girl for a while and mention in conversation “By the way, I just wanted to mention that I really like your dress.”, she will likely be flattered you noticed and found it nice looking.

See the difference? My best advice is just use common sense. There is no reason you cannot pay a compliment to someone in the right context. Just don’t lead with that or the girl might make assumptions about your motive.

You really need to feel out the situation before saying something. Get to know the girl even a little bit through conversation first. Maybe you sense she is a bit shy. She might be awkward and not know what to say to a compliment.

The thing is that everyone is going to react differently to that sort of thing.

No it's not, unless if it's in front of your girlfriend hah. Otherwise, no it's not bad to appreciate something and letting them know. Who knows, it can brighten up someone's day. :)

It's not bad or rude. It's not what you say, in some instances. Its how you say it. Also if you only talk about dress. Don't talk about it enhances eyes, boobs, butt, curves and such. Then everything will go wrong. Well eyes maybe ok.

Exp: Hey I like that dress. Is it (what its made of)? It brings out the color in your eyes. (or) It matches your eye shadow.

Bad: I like that your dress, makes your butt look good.
