Girl said she didn’t want a relationship but continues to flirt? Why is she doing this?

So there is this girl who I’ve been friends with for a while and this summer me and her got really close and I was there through some bad times she went through and while we were hanging out I’ve noticed flirtatious behavior from her (trying to hold my hand, laying her head on my shoulder in the car, purposely brushing against me, staring at me while I’m driving). Well one day we had a conversation about how others perceived us and it ended with her saying she doesn’t want a relationship because “I’m her bro”. After that conversation I've been friendly, but fell back. Since then she’s said she wants me to have Thanksgiving and Christmas dinner with her family and yesterday in the car she randomly placed her hand on my resting arm while I was driving and she also said she wants me to come over when she’s done organizing her room. Im just confused at this point.
