How can I report someone hiding my mail and sometimes tampering with it and ripping it completly?

I've been looking online but I can't find the answer I'm looking for.I don't live at the mail address anymore but my grandma and uncle do they give me my mail when they can but alotta times my cousin which lives nextxoor on the same property takes hides and sometimes opens and ripped the mail. She not only does it to my mail she does it to my grandmother..I would get a PO box but I can't aforrd it with my current income.we've tried reasoning with her but she absolutely hates me and my grandma.what can I do legally to warn her to stop because wverytime I try bringing in the police she makes things up and the police treat me like the bad guy somebody help me its not fair that she's doing this to me and my grandma

I can't aforesaid a P.O box and were I live I can't receive mail I donthave friends that I trust enoughto send them my bank satatements and other very important letters..also I would record her but I live in California. And it's illegal to record someone without there concent ceven if they do live in your house.would it be possible for me to get the post office to send a letter about the consequences of stealing Mail can one of you maybe help me write a fake letter like this?

I think you should get some proof of her taking the mail (pictures or video) then tell the police what she is doing. If they want to see proof you can show them. If they try to hound you afterward for recording her without her consent, remind them they wanted to see proof the first place. Especially if things go as, "yeah we talked to her and she said she didn't do it, plus we don't have any photos or footage of her doing it so there's not much we can do" then you can be like "BULLSHIT I have a video of her right here officer! Arrest that woman!" (or something like that)

All you can do is have your mail go somewhere else or mount a motion detecting video camera on the front of the house where there will be proof of her taking the mail out. Or just lie to her that you have her on video doing it and if she doesn't stop you are going to turn her into the police and USPC. Tampering with mail is a federal offense so ask her if her hate for you is really worth screwing her life up that badly. Tell her to grow up too.

@update if I were you I would try online baking and such so important things aren't being mailed to you. Another option is to really go to your local USPC office and talk with someone about your options. They may be able to help you or at least instruct what you should do. They take mail tampering very seriously.

But like I said, if all of these things aren't feasible your best bet is to sit down and talk to her and either try to resolve whatever has gone on with her or

confront her and just let her know it IS a federal offense and ask her if you and your mail are really worth that much when it comes to screwing up her life.
