Why does he stare into my eyes with a straight face?

So this guy and me sometimes make eye contact. And he doesn't talk to me unless I say something first. And he usually stutters or ends up saying "damn" because he messes up. But since we talk why doesn't he say hi sometimes? I'm friendly? Like why the straight face?
