Ok so Say you're in class and you feel someone watching you and you look up and there's this guy sitting there staring with a smirk on his face? Was he making fun of me and hates me? Because I've been told smirks are evil lol
he's also caught me staring at him a few times before but those were accidents 😁

I'd say it's most likely a flirt. You caught him checking you out and instead of shying away he smirks because now you're looking at him.

A guy I am very close to smirks when he teases me. Granted, we are involved, but he smirks when he's being mischievous basically.

I could see how it could be bad, but only in specific situations.
