Okay either wear baggy jeans or gain weight for that. Sorry, but why would you want them to stop? I understand you say you're starting to feel less comfortable about it, but if you didn't want them to look at them you'd be dressing more conservatively in the first place. It's obvious you want people to notice how good you think your legs or body is if you choose to wear revealing clothing that shows it off. However, you should be taking these stares as compliments and proud of your hard work, what can I say. Men are sex driven for the most part and a nice set of legs is attractive. Some uncouth men out there will just stare.
You can stop them from staring at your legs by going topless. Guaranteed to work. But, since I am sure that is not one of your options, then I would suggest you dress in something that will prevent that. I am not judging what you wear, but some people do stare at pretty women and especially at the more attractive features of the women. the only way you can combat that is to cover whatever it bothers you to have stared at. either that or learn to see it as a compliment and let it go.
