Let me elaborate for you: If you really wanted to hang out with someone you liked, you would try your hardest to make it to the event. Even if you need to take a rain check, you would apologize and tell them "Maybe some other time?" or "Can we reschedule?"
This guy is blowing you off, it seems like he really doesn't want to hang with/like you.
