I asked a guy I like out but I didn't know he was seeing someone. When I asked him out for a drink he said to me, "I don't know as I am actually seeing someone".

Lady stop overthinking everything he says to you, I know it's hard bc you like him but overthinking almost all the time leads to rush and most likely wrong conclusions, don't think about the whole " why did he say 'oh I don't know' and not ' oh I can't' thing" there's no explanation to it that you can find here, does he fancy you? I think it's hard to know based on just that comment. It could mean that he would be willing to meet you if he wasn't seeing someone but it might or might not mean that he fancies you. It could be that he just would be willing to do it as a friend. There is some chance that it could mean he would be willing to meet you as a friend even now but only if the woman he's seeing is okay with it. Or it could have just been a polite way of saying no he wasn't interested.

This is a case where the words are unclear and body language or facial expression might have helped make it a little more clear.

It is hard to tell whether or not he likes you, but I think it would be safe to say he would go hang out with you if he wasn't dating somebody. Maybe since he is in a relationship, he doesn't want to give the wrong idea and therefore doesn't want to hang out socially with a single female. Either way, I don't think you should make a move now that you know he is taken. If he is willing to step out on her for you, he'd be willing to step out on you for somebody else.
