It depends how involved the "fix" is. Cars are a lot more complicated than they used to be, and for a lot of things you need specialized tools unfortunately.
With all the electronics in recent cars, only the person who has the manufacturers' software on his laptop can fix most problems. Simple basic cars without dashboard computers are raritiesnow (or old timers).
Nope. That's actually a pretty bizarre expectation considering the amount of education and experience a common mechanic requires to work on modern vehicles.
