Guy's Behavior

Why would a guy walk by you on purpose but look straight ahead?

I have a feeling this guy at a weekly community event likes me. We've never spoken, but for months, he stares at me when he thinks I can't see, his friends now all look at me too, etc.
I've noticed several times when I'm getting ready to leave after the event, putting my coat on, I see him out of the corner of my eye by the side and he's waiting... and then as soon as I start walking toward the door, he'll walk right by me but look straight ahead. I'll look at him to try and smile at him at least but he is looking straight ahead so doesn't notice.
I don't get it?
