Why does he look at me with no expression on his face at school?

We’re in the same school and we’ve had MANY clear and strong eye contacts in the hallways, once it was so long that I was even uncomfortable (3 seconds, that’s kinda long eye contact).

He doesn’t have any expression on his face. Sometimes he looks at me when he’s with his friends when they’re taking to him.

... This is where things get interesting: he started following me on social media, and we don’t have any mutual friends or so. However, he doesn’t make a move by coming to talk to me or anything.

what do guys think? Does he just stare at me because I sometimes do?

The dude's shy. He's afraid to show clear signs of interest, hence the no smiling, but it's hard not to look at someone you are interested in. He's likely wanting you to give a super clear sign to initiate, and then maybe he can build the courage to talk to you.
