It's probably different from person to person and I see people have said things that are signs of insecurity and not shyness. Being shy is a personality trait and doesn't really mean you need to be insecure however it can probably help making someone insecure.

For me I just looked at the girl I liked and wished I was brave enough. I was brave enough once but got rejected lol so to this day I haven't done that again. I was both shy and insecure for many years but now I'm mostly shy and feel pretty good in myself.

The girl approaching first would be awesome but honestly even if I'm shy I believe if you like someone you should try for it even if shy. Hopefully next time I will do this myself. You miss too many possibilities by being shy or insecure and we don't have that much time to let such things hinder us.
