What does it mean when a random guy calls a girl his "sister"?

I do not think I have not seen this guy before and we never talked before. At my college I was sitting working on lesson and the first time this guy speaks to me, another day I was doing the same thing and he tells me good afternoon "my sister". I thought that it was nice and sweet of him and I just would like to know, what does it mean when a guy calls a random girl "his sister"?

He's a random guy and I am a random girl so I just wanted to know.

It means that the guy is so shy and decent. The guy who have less female friends and don't talk with girls quite often feel very nervous in talking with the girls. Just to show that their intention about the girls is good.
