Why does my crush stare at me a lot but never talks to me?

I’ve had a crush on him for 5 months and we are both shy towards each other. Sometimes whenever I’m around him he acts extroverted when he’s not. He told his friends he would date me but he still didn’t talk to me (we had a class together then). No we don’t have a class together but we still manage to look at each other. I mustered up the courage to say hey to him every now and then and he always responds. (specifically with a “what’s up”). Whenever he sees me in the hallway he always walks behind me and from the corner of my eye, I can see him looking at me (my friend said she saw him look at me in hallway too and I didn’t even notice!). I don’t know what to do now because when I try to talk to him, he responds fast and quickly keeps walking :(
he just keeps staring! It’s making me just a tad uncomfortable lol
