Guys, I'm very confused. Should I not worry or just ask him?

Everytime I'm in public and I see him he waves or if in a car honks and waves. But when I see him in the backyard of his house (we're next door neighbors)... he looks at me like he wants to tell me something but doesn't.

I would say, in close quarters, he fears bad repercussions from any of that but, out in public, he feels more free to express himself. One day, either go over to his yard or invite over to yours and maybe getting a little closer to him and see how he reacts.
